NAL General Assembly - Recommendations

شبكة الليبراليين العرب - الجمعية العمومية


التوصيات

انعقدت الجمعية العمومية لشبكة الليبراليين العرب في بيروت بتاريخ 23 نوفمبر 2010، وأصدرت التوصيات التالية:

· إدانة مذبحة كنيسة " سيدة النجاة" ببغداد التي تشكل بكل المقاييس تحذيراً ينبهنا لخطورة نتائج مخططات القوى الرجعية في المنطقة، وإطلاق نداء بدعم حرية الأديان وحماية أصحاب العقائد المغايرة لعقائد الأغلبية في جميع البلدان، ورفض التوجهات المتطرفة التي تروج لصناعة مجتمع اللون الواحد و المقدس الواحد، ورفض مشاريع ديكتاتورية الأغلبيات بكل ما تعنيه من تفقير للمشهد الثقافي و السياسي بمنطقة الشرق الأوسط.

· دعوة للشباب العربي اللجوء للمواطنة كأساس للعيش المشترك في البلدان العربية و نبذ العنف والتطرف و اعتماد منطق الحوار والبعد عن الطائفية.

· استنكرت شبكة الليبراليين العرب الاستغلال السيء لصور اطفال غزة في محاولات تزييف وقائع خاصة بأحداث منطقة العيون بالصحراء، ووجهت نداءً لشبكة IFLRY الصديقة بضرورة الاستماع للطرف الآخر من أجل تحري الوقائع من أكثر من وجهة نظر.

· حث الجمهورية السورية على إطلاق سراح المدونة "طل الملوحي"، وحث جميع الحكومات العربية على إطلاق سراح جميع معتقلي الرأي والمسجونين لأسباب سياسية.

· اكد أعضاء شبكة الليبراليين العرب على أهمية إجراء انتخابات حرة ونزيهة في مصر، تحت إشراف القضاء المصري على جميع مراحل الانتخابات بدءاً من إعداد قوائم الناخبين وإلى الفرز وإعلان النتائج، وكذلك إتاحة فرص متكافئة للأحزاب السياسية والمرشحين، وضرورة قيام منظمات المجتمع المدنى برصد عملية الانتخابات البرلمانية والرئاسية في مصر، وكذلك إتاحة الفرصة لكل المصريين ممن لهم حق الانتخاب سواء داخل أو خارج مصر بالإدلاء بأصواتهم، وإتاحة الحق الطبيعي للترشح على كل المناصب العامة بما فيها منصب رئيس الجمهورية، بشروط موضوعية تشجع على المشاركة ولا تقف عقبة أمامها، حيث طالبت الشبكة الحكومة المصرية بإجراء الإصلاحات الدستورية والتشريعية اللازمة لتوفير فرص متساوية للمصريين للترشح على مقعد رئاسة الجمهورية قبل انتخابات 2011.

· تنظر الشبكة بعين القلق للحملة التي استهدفت حرية التعبير وحرية الصحافة والنشر في مصر، والإجراءات التي وضعت قيوداً جديدة على خدمة الرسائل الاخبارية وأحداث جريدة الدستور المستقلة وإيقاف برامج حوارية لأسباب تتعلق بمحتوى سياسي معارض للتوجهات الحكومية، وهي كلها أمور تعد ردة عن المسار الديمقراطي وحرية الرأي والنشر.

· تنظر الشبكة بعين القلق للوضع المتردي على مسار حل القضية الفلسطينية، وتحث الشبكة، الولايات المتحدة الأمريكية والاتحاد الأوروبي وكل الشعوب والدول المحبة للسلام، على اتخاذ الإجراءات والسياسات والضغوط التي تلزم إسرائيل باحترام قرارات الأمم المتحدة والشرعية الدولية، في تجميد وتفكيك المستوطنات والعودة لحدود 4 يونيو 67، وكفالة حق الشعب الفلسطيني داخل وخارج فلسطين في استعادة حقوقه المشروعة، وتعلن الشبكة أن عدم إحراز تقدم سريع على هذا المسار يهدد بضرب مصداقية القيم الليبرالية ويعضد من زحف تيارات التطرف السياسي في قلوب وعقول شعوب المنطقة بما ينذر بعواقب وخيمة على السلام العالمي بأسره.

NAL & ELDR Joint Statement on Immigration


Joint Statement between

Network of Arab Liberals (NAL) and

European Liberal Democrats Party (ELDR)

Regarding the Issue of Immigration

We, Liberals from Europe and the Arab world,

  • Sharing liberal values of Equality, Respect for Human Rights, Democracy and common humanity;
  • Having realized the shared concerns and the numerous challenges that we face including:
    • continued regional conflicts that threatens our security and well-being and restricts the natural development, prosperity and opportunity;
    • pollution and environmental issues that threatens our well-being and sustainability;
    • educational issues, poverty and economic crisis that threatens social development and individual liberties;
    • xenophobia, extremist forces and lack of inter-cultural dialog that undermines integration and gender equality.

Believe that:

  • Immigration is a natural phenomenon and has contributed to the progress of human civilization especially when globalization has in the last few decades increased mobility across borders;
  • Yet, massive rates of immigration beyond the ability of one society to successfully integrate the new comers, may pose many problems at local levels.

And further believe that effectively facing these challenges requires continued cooperation between both sides on the Mediterranean on the issues of immigration, and have convened in Rabat on 27th March 2010, having deliberated the issues, agreed to the following joint recommendations:

  • Emphasize the importance of protecting the human rights of migrants;
  • Call upon European States to balance between security considerations and issues of development;
  • Cooperation between European and Arab States in order to develop legal channels of immigration and raise awareness amongst prospective immigrants regarding labor market needs, legal, social and cultural issues related to immigration;
  • Call on Arab Countries and other countries of origin to focus on the issues of Development, Education, Democracy and Human Rights creating opportunity and hope for their people;
  • The need to work diligently on the just resolution of the Arab-Israeli Conflict;
  • Call on the Liberal Parties in Europe and the Arab world to spread liberals values which truly provide lasting solutions for problems related to migration, radicalization and spirit of conflict, giving way to common understanding, tolerance and cooperation;
  • Call on Mediterranean countries to work towards realizing Union for the Mediterranean Initiative and other projects for cooperation and mutual development.

Liberal Voices

NAL on Nile TV!



The Network of Arab Liberals (NAL) has been a project in the making for about two years. Finally, in July 2008, NAL was launched in Cairo, the Internal Charter was ratified by the General Assembly of the founders, a President, Mr. Mohamed Tamaldou (Morocco) was elected, and an Executive Board was also elected.

The conference, which was sponsored by Friedrich Naumann Foundation (FNF), also included a workshop about the Role of the Liberal Opposition Parties in the Arab World. We were approached by an editor from Nile TV to record an interview about the conference, NAL and about the "Role of Opposition Parties" in the "Arab World" and in Egypt. Mrs. Amira Abdel Fattah, Regional Program Coordinator, FNF, and myself, from NAL were hosted in the show.
