Brotherhood’s Scorched-Earth Strategy Provokes More Bloodshed

The conflict between the state of Egypt and the Muslim Brotherhood has reached a deadly point after weeks of anticipation. On Wednesday morning [Aug. 14] police moved in to clear two Brotherhood encampments and their supporters east of Cairo. Police moved alongside bulldozers that removed barricades and sand fortifications erected by the pro-Morsi supporters. The operation was mostly covered live by Egyptian state TV and several other private stations. Al-Nahda, the much smaller sit-in, was also the easier site to disperse. The Rabia al-Adawiya sit-in was much tougher, but it was mostly cleared by sunset.  The death toll from the Rabia al-Adawiya sit-in in Nasr City reached 202, with 87 reported deaths from the al-Nahda site, according to a Health Ministry spokesman. The total death toll nationwide stood at 525, including 43 security troops, according to the latest Health Ministry figures.

مستقبل صراع الدولة المصرية مع الإخوان

هل يستطيع الإخوان تعديل أجندتهم السياسية لينافسوا على الحكم دون أن يسعوا لتغيير هوية المجتمع وطبيعة الدولة؟ من المرجح أن الجيل القديم لن يمكنه ذلك، بل أنه يحاول تأجيج الموقف لاستمرار حالة الاحتراب، لأن الهدوء سيكون معه استحقاقات داخلية، تجعل أعضاء الجماعة يحاسبون تلك القيادات، عن الطمع والاستعلاء وسوء التقدير، الذي تسبب في انهيار شعبية الجماعة في مصر والمنطقة، وفضح علاقاتهم بمنظمات الإرهاب، وتهديد وجود الجماعة نفسها. أما استمرار الأزمة، فسيؤجل عملية المحاسبة لفترة غير محددة، حيث لا صوت يعلو فوق صوت المعركة. هل تنجح قيادات إخوانية سابقة ذات شعبية ولا زال لها تأثير داخل الجماعة، قيادات مثل عبد المنعم أبو الفتوح ومحمد حبيب وكمال الهلباوي ومختار نوح، الذين انشقوا عن الإخوان بسبب خلافات مع مكتب الإرشاد الحالي، أن تقود حركة إصلاحية تعيد صياغة المشروع  الإخواني بصورة عصرية لا تصطدم بالدول والشعوب والقوانين المرعية؟  لقد طالبت حركة «إخوان بلا عنف» قيادات الإخوان بالاستقالة، كما أعلنت نجاحها في إقناع عدد كبير من شباب الإخوان الوافدين من المحافظات بمغادرة الاعتصامين خلال أيام طواعية، حرصاً على حياتهم وإعلاءً لمصلحة البلاد. هل هذه حركة إصلاحية أصيلة ولها شعبية وتأثير داخل الجماعة، أم مجرد أفراد استطاعت الأجهزة الأمنية تجنيدهم، هذا ما سيكشف عنه المستقبل.

لكن إذا كان بقاء الجماعة نفسه مرهونا بقدرتها على تطوير عقيدتها للتوافق مع ظروف المجتمع، هل يستطيع جيل جديد من قيادات الإخوان (أو حزب الحرية والعدالة) تحقيق نقلة نوعية في الفكر والأسلوب التنظيمي ودرجة الشفافية، تجعل وجود الإخوان كمنظمة سياسية غير متعارض مع وجود مصر – أو أي دولة وطنية؟ هل يستطيعون أن يتخطوا مرحلة الجماعة المحظورة – ليعملوا في إطار الشرعية، كحزب سياسي يستمد قراره من داخله، وليس واجهة زائفة، تتخفى وراءها شبكة دولية سرية غير مشروعة؟

الإجابة على هذا السؤال – وليس النجاح في الاحتفاظ  بأي اعتصام مهما طال أو قصر - هي التي ستحدد مصير الإخوان.

If you Think Change is Painful, you can always Rest in Peace

If the Brotherhood’s survival rests on its ability to evolve its doctrine so that it better adapts to the prevailing societal circumstances, will the new generation of Brotherhood leaders — or those of the Freedom and Justice Party — be able to achieve a quantum leap in thought, organizational style and level of transparency, that would transform the Brotherhood into a modern political organization whose existence is harmonious with that of Egypt — or any other nation state for that matter? Will they be able to transcend the period when they were labeled an illegal organization and work within the bounds of legality, as a political party that derives its decisions from within, and is not merely a front, behind which an illegal, secret international network hides?

The answer to this question — and not any protests or sit-ins, no matter how long they can be sustained — will determine the Brotherhood’s fate.
